Lin Chunchun, vice president of the first Institute of Finance and economics, believes that the current smart city can be said to be built on a variety of sensors, through which data is obtained, and then processed into a decision-making method, giving birth to the innovation of the whole urban management model. However, in this process, we should establish a more open and fair information platform, so that individuals and enterprises can access all kinds of data and information within a controllable range and make more wise decisions, "because they are part of the city, and the city is not only a management department, (establish an open information platform) which can improve the overall efficiency of the city". Dai Wei, vice president of Lenovo Group and general manager of Lenovo service division, also observed that bridging the gap between different departments and realizing data integration is an urgent problem to be solved after the development of smart city to the second stage. For example, at present, many cities and regions have introduced smart streetlights - using streetlights as carriers, installing various sensors or IOT devices, and capturing all kinds of data and information conducive to urban management. However, if the data island is not solved, there will be a situation of "a dozen cameras hanging on a street lamp", and this situation is not uncommon. "I've seen the most exaggerated one. There are about 20 or 30 HD cameras, but they belong to different departments, including urban management, transportation, environmental protection, etc. different departments manage different HD cameras, but in fact, they use a unified big data center in the background." He believes that if the boundaries between departments are broken, only twoorthree high-definition cameras can be used at a crossroads. "IOT technology makes hardware no longer the bottleneck of the development of smart cities, but whether the bottleneck lies in the breakthrough of management architecture"

Bi Wei, chief architect of Lenovo data center in China, put forward suggestions on the development of smart city in the second stage from the perspective of application, and believed that new technologies and new ways could be promoted from the "small scene" of the city, because compared with "large and comprehensive", the technology of small scene is more mature, the problems solved are more targeted, and the capital investment is relatively low. For example, in Lenovo's smart city practice, one project is to explore smart water with a local government. "Originally, the leakage rate of the water intake and transmission pipeline in this area was 20%, but through IOT, AI and big data technology, it took a year, and the leakage rate fell to 4%. The government felt that such investment was very worthwhile, but it cost little to improve the city's business environment.". Another example is the smart transportation project built by Lenovo and Shenzhen Intelligent Transportation Research Institute in Suzhou Gusu district. Through information management, the congestion rate in this area during the peak tourism period has decreased by 20%. He said that these small scenarios have fast decision-making speed and obvious effects, so they are easier to be accepted by government departments after the end of the experiment. The application scenarios add up, and finally build a perfect smart city solution

Dai Wei also introduced that in the process of participating in the construction of Shanghai smart city, Lenovo also has two cases that provide a reference for the scene mining and application landing of smart city. One is the "bright project", which is an intelligent IOT solution provided by Lenovo for the Shanghai municipal government. It has achieved full coverage, full sharing, full-time availability and full process control, and can also be replicated and promoted throughout the country. The other is the "data traceability system". Lenovo uses blockchain as the underlying technology to establish a food information traceability platform based on big data analysis, which runs through the whole chain of the source, transportation, temporary breeding, logistics and sales of emperor crab. It provides a reliable and traceable basis for food information security management and even the supervision of imported fresh food tax, which is not only conducive to government management, but also reassures people
